Access to public information

Applications for access to public information are subject to mandatory registration and are accepted in "Administrative services, registry and office" at: Blagoevgrad, Sq. m. Varosha Str. 12 B Bistritsa Str., reception time: 9.00-17.30 h., tel.: 073/880537. 
Decision and time limits for granting access to information
 
The deadline for replying to the applications received is up to 14 days. It is possible to extend the period in the cases explicitly listed in the law. A decision shall be drawn up on the granting or refusal of access to the requested information and the applicant shall be informed. Refusal to environmental information
 
Pursuant to Art. 20. (1) by the ZOO, access to environmental information may be refused where requested:
1. classified information which constitutes state or professional secrecy;
2. information which constitutes a production or trade secret, determined by law;
3. information which constitutes intellectual property;
4. information that constitutes personal data, if the natural person to which this information is related does not comply with its disclosure, and in accordance with the requirements laid down in the Personal Data Protection Act;
5. information which would adversely affect the interests of a third party who provided the requested information without having a legal obligation to do so and without such an obligation being imposed on him or her, and where it does not comply with the provision of the information;
6. information that will adversely affect the components of the environment.
(2) Environmental information shall be provided within 14 days of the date of notification to the applicant of the decision of the competent authority to grant access to the requested information.
(3) Persons who provide environmental information to the competent authorities shall be obliged to indicate the information for which any of the restrictions for the provision under para. 1.
(4) When deciding on the refusal to provide information under para. 1, the competent authority shall take into account the public interest in disclosing that information.
(5) In the case of restricted access, the available environmental information shall be provided in so far as it is possible to separate from the information under para. 1.
(6) The restriction of the right of access to information does not apply to emissions of harmful substances into the environment as a value according to the indicators defined by the regulations.
 
Receipt and payment of the requested information
The provision of the available primary information and the available pre-processed environmental information shall be paid under the terms and conditions of the AAIA. The costs of providing public information are paid according to regulations determined by the Minister of Finance (Order No ZMF - 1472 /29.11.2011), and they may not exceed the material costs of the provision. The payment of the provision of the information, which has been purposely processed, shall be negotiated on a case-by-case basis. For this purpose, a civil contract shall be drawn up. Access to public information is provided after payment of the specified costs by bank transfer (according to the single budget account of "NP Rila":

by accurately filling in the legal basis for the submitted fee - Order No 10 of 10.01.2001 of the Minister of Finance) and presentation of a copy of the payment document.
The payment of fees due on the single budget account of "NP Rila", which do not exceed BGN 20. /twenty LEVA/ can be carried out except by bank transfer and at a cash desk in the building of the Directorate, room No2. The information is obtained from the official "Administrative services, registry and office", unless its nature requires otherwise. For the access to public information provided, a protocol shall be drawn up, which shall be signed by the same official and the applicant.
