Organization
The Rila National Park Directorate is managed and represented by a director. The Director of the Rila State Security organizes, manages and controls the overall activity of the SNP.
The administration of the SNP is general and specialized and is organized in directorates. In Rila National Park there are three directorates:
1. Directorate "Administrative, Financial and Legal Activities"
Shall assist in the exercise of the powers of the Director of the DRM, shall create conditions for the implementation of the activities of the specialized administration and carry out the technical activities of the administrative services.
2. Biodiversity, Plans, Programmes and Projects Directorate:
1. develop plans and programmes for resource management, research and monitoring;
2. organise and monitor:
(a) the state of natural habitats as well as the state of populations of plant and animal species;
(b) the state of other environmental components - water, soil;
(c) the tourist flow;
(d) the tourist impact;
(e) the state of the visitor infrastructure;
3. Assess the state of natural habitats and populations of plant and animal species;
4. prepare resource assessments;
5. prepare analyses and submit proposals to the Director for:
(a) the places and quantities for the use of biological resources;
(b) limiting activities on the use of biological resources;
(c) the cessation of activities or sites which harm or pollute the environment in the protected areas entrusted to the GNP above the permissible standards;
(d) measures to prevent and remedy the harmful effects of committed infringements or damage and pollution of the environment;
6. organize and coordinate the inventory and mapping of infrastructure sites;
7. organize/participate in the development of management plans and development and technical plans and projects, such as:
(a) draw up proposals for the financing of plans and projects;
(b) prepare opinions on plans and projects and participate in the process of their adoption;
8. coordinate and control programmes in the field of research, inventory, monitoring and conservation of biodiversity in protected areas;
9. prepare and provide information about the values of the park, for the purpose of informing the public and visitors;
10. organize and maintain a database of:
(a) forests;
(b) natural habitats;
(c) plant and animal species;
(d) the number of visitors;
(e) the impact of the tourist flow;
(f) cultural and historical and other sites and activities on the territory of the protected areas entrusted to the GNP and their adjacent areas;
11. prepare or organize the preparation of technical documentation for the assignment of supporting, guiding, regulating, restoration activities for species and natural habitats and other activities in the protected areas entrusted to the DRP;

12. coordinate the activities of the relevant bodies, organizations and persons in the implementation of the assigned support, guidance, regulatory, restorative, tourist and other activities;
13. participates in the acceptance of the work carried out under concluded contracts;
14. prepare analyses, evaluations and submit proposals for:
(a) remedying the consequences of poor performance of the outsourced activity;
(b) termination of contracts as a result of non-compliance with the conditions laid down there4;
15. develop, organise and coordinate the implementation of plans and programmes to inform the public, including learners, visitors to the national park and the local population;
16. develop, organize and coordinate the implementation of plans and programmes for the development of visitor infrastructure;
17. develop information, advertising, educational and other popular materials and products;
18. organize, manage and control the activities of visitor and information centers;
19. provide the information links and communications of the administration;
20. issue a bulletin on the activities of the DRP;
21. organise the process of public participation in decision-making in the field of the management of the protected areas entrusted to the DRP;
22. prepare replies/opinions on complaints, alerts and proposals according to the functional competence of the Directorate;
23. organise and coordinate the implementation of commitments arising from the membership of the DRM in international organisations and networks;
24. develop documentation for applying for projects with external financing.
3. Control and Security Directorate:
1. organize and carry out the protection of forests, land and water areas in the protected areas entrusted to the GNP from illegal actions, including fires;
2. develop plans and schedules for effective guarding, control and fight against fires;
3. organize and carry out controls on compliance with the regime of the entrusted protected areas, other conditions specified in the development and technical plans and projects;
4. organize and control the activities of other departments, organizations and persons on the territory of the protected areas entrusted to the STATE SECURITY;
5. organise and monitor the relevant authorities, organisations and persons on compliance with the conditions and performance of contracts for the award of activities, the terms of concession contracts, authorisations, the conditions in decisions on the EIA, EC and the GA;
6. organize and monitor compliance with the fire requirements in the protected areas entrusted to the STATE SECURITY, taking part in its extinguishing in case of fire;
7. carry out inspections of sites, facilities and activities and of all documents authorising use, activities and movement;
8. draw up acts for identified infringements and warning and fact-finding protocols;

9. carry out revisions of the security sections;
10. carry out enforcement activities for coercive administrative measures;
11. suspend and inspect vehicles transporting timber, forest and agricultural products and others within the protected areas entrusted to the GNP, in the adjacent settlements and their land;
12. Relations with the authorities of the Ministry of Interior (Ministry of Interior), the General Directorate "Fire Safety and Protection of the Population" of the Ministry of Interior and the Mountain Rescue Service;
13. detain the items subject to infringement, as well as the items which served to carry it out;
14. participate in the implementation of activities related to the restoration of animal and plant species, their habitats, as well as remarkable sites of non-life nature;
15. carry out activities related to the monitoring of the qualities of the environmental components;
16. participate in the implementation of activities related to the development of visitor infrastructure;
17. accompanies visitor groups, provides information and assists visitors;
18. participates in the distribution of information, advertising, educational and other popular materials.
(2) For the performance of the functions and tasks of the Directorate, the territory of the national park shall be allocated to sectors, park sections and security sections.
(3) The boundaries and scope of the sectors, park sections and security sections under para. 2 shall be determined by order of the Director of the SNP.
(4) If necessary, the Control and Security Directorate may organize security of the areas entrusted and protected and through mobile security and security at checkpoints.
(5) The staff of the Directorate may exercise their powers outside the sectors entrusted to them, park and security sections, as well as outside their established working hours.
(6) In the performance of their duties, the employees of the Directorate shall be legitimized by business cards. The service cards are issued by the Ministry of Environment and Water according to a model approved by the Minister of Environment and Water.
